数年前のことになるが、ブリュッセルには何度も足を運んでいる。そこで感じるのは、テロ防犯の検知から言えば自由と隙の多すぎる空間だという印象である。私は個人の自由を信じるものだが、ブリュッセルを含む欧州の大都市を見る限り、テロ攻撃をする価値のある標的が多いのに対して防衛と警察の能力と意思が貧弱である。これは Grand Palace や Saint-Hubert のショッピング街などのブリュッセルの主な観光地ではあまり感じないかもしれないが、市内の別の部分に足を一歩踏み入れれば一般人の我々にとっても明らかなことである。
脆弱なのはベルギーに限ったことではない。警備が強化されているはずのイギリスやフランス、オランダ、ドイツの各大都市も考えられる。我々一般人が旅行で行く際に訪れる観光地でさえも、テロの温床となるかもしれないと感じられる過激派の生活を垣間見ることができる。
ちなみに今週のエコノミストの記事に、ヨーロッパ諸国がお互いの安全状況をどのように見ているかのデータがある。その中ではイギリス、スペイン、ポーランド(政情)、ギリシャ(財政危機)などの傾向に懸念が多いようだ。
去年の中東からの移民の入国で悪化した部分もあるだろう。ヨーロッパに入った難民の中には将来テロ攻撃を起こすかもしれない人間が含まれていたのは想像できる一方、今回のテロリストに関してトルコからの警告をベルギーが事実上無視していたように、ヨーロッパ地域内での政府間の協力体制の不備が指摘されている。また、ベルギー政府と自治体のコミュニケーションも不足していたようだ。これは今後数週間ほどで解決できる問題ではない。
この海外でのテロ活動はイスラム国に関して何を意味しているのだろうか? 専門家の意見は分かれている。イスラム国の状態が良いため、このような海外任務が成功していると説く専門家がいるのに対し、シリア・イラクでの状況が悪化しているため、海外での任務を増やしている、と見る専門家もいる。
私は自分の研究でも発表している通り、この種のテロ集団との戦いは長期化する傾向があり、勝つのが難しいのと同時に、必ずしもテロ集団が上手く行く可能性が高くない点を指摘している。その考えはイスラム国にも当てはまる。シリア・イラク内でのイスラム国の活動は軍事的に非常に限られており、アメリカを含む国家がより本気を出して軍事作戦を強化すれば、中東でのイスラム国の活動は大いに縮小するだろう。
ヨーロッパでのこの種のテロ事件は短期的には有効かもしれないが、イスラム国の長期的な戦略としてはあまり有効ではないと感じる。ヨーロッパでの作戦に力を注ぎすぎ、自分たちのベースを弱体化させてしまえば、今後の存続に大きな影を残すことになるだろう。

日本ではほとんど知られていないメンバーで、トランプ・チームの層よりも中身の厚い感じはあるが、だからといって優れているというわけではない。もちろん、今後クルズが善戦するならばこれに新しいアドバイザー陣が加わる可能性があるが、共和党自体が分裂している中、そしてクルズではなくトランプに一本化される可能性が高まる中、クルズのチームに大物メンバーが加わる可能性が高いとは言い切れない。
クルズはトランプと比べると穏健派と見られるかもしれないが、本人の政策を分析すると今の時点でもかなり右寄りの強硬派である。先日もアメリカ国内におけるイスラム教徒の住んでいるコミュニティで警察を強化し「安全」を守るよう唱えている。共和党内での妥協候補として一目置かれているが、本来の共和党・穏健派は彼ではなくケイシックに興味を持っているだろう。力学的にはまだその方向まで持っていっていない状態である。

日本にはあまり馴染み深くない名前が並んでいるが、トランプが正式に共和党候補に選ばれるまでには、このリストには他の専門家の名前が加えられるだろう。現時点では共和党内はトランプに対抗する候補擁立(クルズ、ケイシック)の動きで混乱しており、どの候補のサポートにつかず現状を傍観しているだけの専門家が多くいる。対日政策に関わるであろう共和党の専門家が誰一人名乗り出ていないのはそのためである。
